OOn 12th March 1949, the Constituent Assembly constituted the Basic Principles Committee to suggest the basic principles of the future constitution in the light of the Objectives Resolution. In April 1949, the Basic Principles Committee held a meeting and decided to set up a board of experts with knowledge of Islamic principles to advise on matters arising from the Objectives Resolution and any other matters referred to by various sub-committees. It was called the Board of Talimaat-e-Islamia. Syed Sulaiman Nadvi was appointed its chairman who did not join it till after 1950 although the Board began functioning without him. Its other members were Shabir Ahmad Usmani, Professor Abdul Khaliq, Mufti Muhammad Shafi, Maulana Jafar Hussain, Dr. Hameedullah, and Maulana Zafar Ahmad Ansari.

The Board was asked to provide recommendations on matters referred to it like powers and method of election of head of state, powers and functions of legislature, emergency powers, and how Muslims could be enabled to order their lives in accordance with the teachings of Islam. It submitted its recommendations, but these recommendations were mostly not reflected in the interim report of the BPC presented to the CAP in September 1950. One of the criticisms of Ulema was differences in their opinions about the structure of an Islamic state.

It was in these circumstances that Maulana Ihtisham ul Haq Thanvi of Jamiat Ulema-i-Islam Pakistan convened a conference of religious leaders from different schools of thought. It was convened in January 1951 in Karachi and was attended by 31 prominent figures. The participants formulated 22 unanimously agreed concerning the Islamization of the future constitution and were submitted to the Suggestions Subcommittee for consideration (Most of these principles were incorporated in the second report of BPC.
